RECOMMENDATION
Recommendation
The Technical Advisory Committee (TAC) recommends that the HASPA Board of Trustees:
1) Adopt the Shoreline Adaptation Master Plan
2) Acknowledge that while the Plan would be Adopted with this action, the Trustees recognize, and notify Boards of its member agencies, that full implementation of the Plan's components is contingent upon funding, environmental review and stakeholder coordination, and
3) Recommend that each HASPA agency adopt the Shoreline Adaptation Master Plan prior to February 28, 2021.

SUMMARY/DISCUSSION
The Hayward Area Shoreline Planning Agency (HASPA) has prepared the Hayward Regional Shoreline Adaptation Master Plan to make the shoreline more resilient to the effects of Sea Level Rise. The Plan is the culmination of a two year-effort that included significant public outreach and engagement with property owners and public agencies responsible for stewardship of the shoreline area.
The Plan includes background information with historical context, mapping of potential inundation with different Sea Level Rise and groundwater emergence scenarios, adaptation strategies, and considerations for implementation of the projects identified in the Plan. During the January 14 meeting, the consultant team will present the final Plan as well as responses to comments that were received during the most recent public comment period.
To fully satisfy a SB-1 grant by Caltrans, which funded the development of the Plan, HASPA and its member agencies must each adopt the Plan. The reporting deadline for this action by all agencies is February 28, 2021.
