Recommendation
That the Council Economic Development Committee receives the Economic Development Division’s analysis of the City of Hayward’s grocery store marketplace and information regarding grocery store recruitment and expansion initiatives.

SUMMARY
The following report was prepared in response to Councilmember and community stakeholder comments and questions regarding a “food desert” in Hayward, requests for information on existing grocery businesses in the City, and the potential opportunities for additional grocers to open in the Hayward market. This report also provides an overview and summary of a pilot program designed to support the expansion of existing grocery stores, the economic impact of this pilot program, and plans for the next round of funding.
