Adopt Resolutions Authorizing the City Manager to Negotiate and Execute Agreements with Vendors (BACS, Vagabond Inn Hayward, and First Presbyterian Church) for American Rescue Plan Act Funded Homelessness Projects
RECOMMENDATION
That the Council:
1. Adopts a resolution (Attachment II) authorizing the City Manager to negotiate and execute an agreement with Bay Area Community Services (BACS) for Fiscal Year 2021-2022 Hayward Navigation Center Hotel Annex operations in an amount not-to-exceed $1.5 million;
2. Adopts a resolution (Attachment III) authorizing the City Manager to negotiate and execute an agreement with Vagabond Inn Hayward DBA PAAR Hospitality for Fiscal Year 2021-2022 Hayward Navigation Center Hotel Annex Hotel services in an amount not-to-exceed $1.5 million; and
3. Adopts a resolution (Attachment IV) authorizing the City Manager to negotiate and execute an agreement with First Presbyterian Church of Hayward for Fiscal Year 2021-2022 Winter Warming Center Expansion and Day-Resource Center at South Hayward Parish for an amount not-to-exceed $1,644,314.
SUMMARY
On January 28, 2020, the Council approved the City’s Strategic Roadmap, which includes the priority area to Protect, Preserve, and Produce Housing. That priority area includes the project to create and implement a homelessness reduction strategic plan. Additional information on the Let’s House Hayward! (LHH) Homelessness Reduction Strategic Plan recommended for Council approval in a previous agenda item this evening can be found on the July 13th, 2021 Hayward Council agenda.
The recently passed America Rescue Plan Act of 2021 (ARPA), also known as the COVID-19 Stimulus Package, included over $65 billion in direct federal relief to cities in order to address the economic and fiscal impacts of the COVID crisis and to assist in the recovery of local communities. The City of Hayward is estimated to receive approximately $38 million in local relief from the federal government to address the internal and external needs of the City associated with the COVID crisis over the next year. Additional information on ARPA and the City’s proposed Federal Stimulus Expenditure Plan (Expenditure Plan) recommended for Council approval in a previous agenda item this evening can be found on the July 13th, 2021 Hayward Council agenda.
Based on the findings and recommendations of the LHH plan, staff recommended in the City’s proposed stimulus Expenditure Plan allocating $7.5 million in federal stimulus funding towards the following homelessness projects:
1. Extend the Hayward Navigation Center Hotel Annex operations for 1.5 more years ($3 million);
2. Expand the Winter Warming Shelter to year-round operation, with Day Center hours, for 1+ years ($2 million);
3. Create a Shallow Subsidy Homelessness Prevention program for up to three years ($1.5 million); and
4. Contribute to the Hayward Navigation Center ($1 million).
For the purposes of this staff report, staff are only discussing the Hayward Navigation Center Hotel Annex extension and the Winter Warming Shelter expansion. Staff have a separate item on July 13th, 2021 to discuss the Hayward Navigation Center Fiscal Year 2021-2022 agreements. Staff will return to Council in January 2022 with an update on the Shallow Subsidy Homelessness Prevention program.
