Adopt a Resolution Authorizing the City Manager to Accept and Appropriate up to $110,000 from Hayward Unified School District (HUSD) for the Operation of Library Family Education Program Services for Hayward Unified School District Schools

 

RECOMMENDATION

 

That Council adopts a resolution (Attachment II) authorizing the City Manager to accept and appropriate up to $110,000 from HUSD for Family Education Program services (after-school Homework Support Center programming and adult English Conversation Circles).  These reimbursements are in the following amounts:

 

1)                     $30,000 as a reimbursement for services already rendered during academic school year 2020-2021; and

2)                     $80,000 for services to be provided at four HUSD school sites during academic school year 2021-2022.

 

SUMMARY

 

The City provides robust educational support services to HUSD students and families through its Library Department. Since 2011, the City has consistently received match funding from HUSD to share costs for Family Education Program services. The City leverages grant funding and General Fund salary costs to support the costs of programming. The total cost to operate said programming is $40,000 per school, with HUSD and the Library sharing the cost. HUSD contributes a maximum of $20,000 per school site, based on funding availability. Staff requests Council acceptance and appropriation of up to $110,000 from HUSD for FY 2022. With Council approval, staff will appropriate the funding into the Library Department’s Education Services budget and provide services per the terms and conditions of the agreements/pending agreements with HUSD.
